You mentioned HIPAA but you missed an important piece... HIPAA was not designed for privacy, it is a way of companies sharing your data by default without your consent. It is at the heart of the problem.
The fines these companies are paying due to their (our) data being “breached or hacked” is minuscule. Are these fines just a “tax” for the healthcare companies who are selling our private data?
